Welcome to the FSTP Project, an initiative by the Government of Rajasthan.
Rajasthan is India's largest state, covering 10% of the country’s area, with Jaipur as its capital. The state has a 25% urbanization rate and 213 municipal bodies growing at 2.9% annually. In the 2021-22 budget, the Government of Rajasthan (GoR) launched a mission for total sanitation in urban areas lacking sewer systems, having declared them Open Defecation Free (ODF) in 2018.
Sanitation includes managing faecal sludge and septage, which is crucial for public health. Rajasthan aims for ODF+ status, adding wastewater management to its efforts. To address untreated waste, GoR plans to set up Faecal Sludge and Septage Treatment Plants (FSTPs) in urban local bodies, as septage poses greater pollution risks than sewage.
Under the 2021-22 and 2022-23 budgets, 90 urban local bodies will develop Faecal Sludge and Septage Management Plans. The state will fund FSTPs on a Design, Build, Operate basis, with a 10-year operation and maintenance commitment.
In 2017, the Government of India introduced the National Policy on Faecal Sludge and Septage Management (FSSM) through the Ministry of Housing and Urban Affairs. This policy ensures the safe collection, treatment, and disposal of human waste from on-site sanitation systems
Following this, the Government of Rajasthan issued FSSM guidelines for Urban Local Bodies in 2018. To achieve ODF+ status, Rajasthan established Faecal Sludge Treatment Plants (FSTPs) with 10-year operation and maintenance in 90 Urban Local Bodies.
